For US stock dividend: Yes. Need to pay 30% Tax as usual..
But
TLT is a "BOND" etf as mentioned (Not Stock); that's Why i would like to find out before making any order.

Singapore investors will be charged a 30% witholding tax, this is due to Singapore and the US do not have any Tax Treaty, so there is a 30% stock dividend tax deduction.
