This is going to hurt the US far more than it will China.
The US has very little capacity to produce legacy chips at a realistic price. It is a mass-market product that is quickly being dominated by China, which supplies the global electronics industry. The US can't undo this without causing a great deal of harm to itself and its consumers.

FOMC meeting begins today. But the announcement of rate cut decision will only be out on the second day - Wednesday. This will be the Fed’s last move on interest rates for the year.
The biggest question is how much more it will cut rates next year - keep an eye on the projections for where Fed see the fed funds rate in 2025.
Fed Chair Jerome Powell will also answer questions in his press conference following the meeting - watch this too.
