Space Dust : 2. China.. they hope Russia needs more and more war help. Until there are no young Russians left, ALOT easier to stretch those legs north than across the ocean. plus, easier to expand their border. Russia can't deport immigrants that helped them in war can they?
Chinese immigrants voting to detach part of Russia to China  is a precedent set by Russia.
Indian Allies also would like to stretch their legs and still be a train ride home..
The future Russia won't be able to be racist against immigrants either, just like America.
