73114690 : How about setting a “Cooling off Period” for congressmen, of say 10 to 30 days, after they give a sell order!  Ie. Must announce sake, then they price that is prevailing 30 days later.  Sorta like 7 day wait to buy a hand xun in some states, to prevent bad outcome based up emotion!  
This also gives congress a different perspective on buying stocks just before legislation that would severely degrade value, due to insider information!
